 High-Level India-EU Seminar, Delhi, 3-4 February 2009

Following the recommendations expressed during the High Level India-EU Seminar in Potsdam in May 2008, a further seminar was organised in New Delhi at the India Habitat Centre on 3-4 February 2009, in order to debate the context and strategy for carrying forward the partnership between the European Union and India.

As in Potsdam, the meeting was restricted to a limited number of invited guests, including the Potsdam seminar participants as well as other experts who attended the Delhi Sustainable Development Summit 2009 organised by The Energy and Resources Institute.

The Delhi Seminar, jointly organised by Action for a Global Climate Community, the Potsdam Institute for Climate Impact Research, the Heinrich Boell Foundation and German Technical Cooperation, and supported by the European Environment Agency, The Energy and Resources Institute, The Nand and Jeet Khemka Foundation and the European Commission, stimulated an open discussion and evaluation of ideas on key questions regarding global emission reductions, sustainable development and the political and economic strategies to achieve these aims.

The intended outcome of the Delhi Seminar was to agree on practical steps that should be taken towards a long-term enhanced cooperation between India and the EU, with a specific focus on institutional links and the facilitation of practical renewable energy projects.

 

Ten research papers were written to provide the basis for discussion on priority practical actions to implement and on themes to study further. After two days of discussions conducted under Chatham House rules, the following conclusions were offered by our two co-chairs Nitin Desai and Sir Crispin Tickell:

A report on high-level institutional mechanisms for more effective cooperation on climate and sustainable development will be prepared for consideration at the next EU-India Summit in Delhi in the Autumn of 2009;

The meetings of the G20 in April and G8 in June should take account of climate change as the greatest threat to humanity in their deliberations and should channel investment towards measures for climate mitigation, adaptation and restoration in a ‘Global Green New Deal';

Governments of Europe and India should expedite the flagship joint EU-India Solar Programme, recognise Black Carbon as a significant climate driver and develop the potential of biochar as a method of carbon bio-sequestration and soil improvement;

Potential future collaboration could include, among others, a strategic dialogue on security issues raised by climate destabilisation, studies of the impact of climate change at sub-national levels or a joint initiative for innovation and assessment of energy efficiency.
